<p>Bulgaria is to spend about 300 million leva (about 150 million euro) in European Union funds over the next two years restoring 11 castles and a large number of ancient sites that are popular tourist attractions. Among the sites where restoration and development work will be done are the museum village of Etura, former capital Pliska, the Madara Horseman cliff carving near the town of Shoumen, Arbanassi, the Assenovgrad fortress, Magura and Ledenika caves and the Belogradchik rocks. Regional Development and Public Works Minister Liliana Pavlova said that 61 municipalities would be involved in implementing the projects, with their tasks including improving infrastructure near tourist attractions, a report by television station bTV said. For example, near the village of Belchin – in western Bulgaria, 15km from Samokov and 50km from Bulgaria’s capital city Sofia – there is a fortress dating back 1700 years. The fortress, with walls 350m long and with six towers, would within two years be restored to its former appearance, according to the report. Close to the fortress walls, archaeologists found the remains of three churches, said to date back to the same period as the fortress, seen as proof that Christianity had come to the area at the time of Byzantine emperor Constantine the Great. Samokov municipality is to be given close to six million leva to develop the site into a tourist attraction, with a museum and reconstructions portraying ancient life, the report said.</p>

			<content:encoded><![CDATA[<p>Interest rates on loans will start going down because of the decline in deposit profitability, Bulgarian Development Bank (BDB) chief executive Assen Yagodin said.</p>
<p>His statement to local media, quoted by news agency Focus, came after the bank signed contracts with six commercial banks to launch loan facilities of 100 million leva (about 50 million euro) for small and medium-sized enterprises in Bulgaria.</p>
<p>Yagodin said that the interest rates set by some banks were too high, but this would not be the case for long.</p>
<p>Currently, however banks were abstaining from sharp changes because of fears that a lot of people would transfer their deposits to another financial institution.</p>
<p>Yagodin said that interest rates that were too high would deplete the bank’s profitability.</p>
<p>According to central Bulgarian National Bank data, the proportion of bad and restructured loans is continuing to increase.</p>
<p>Such loans added up to 22.58 per cent of all loans granted to households and businesses in February, overdrafts excluded.</p>
<p>This means that bad loans have gone up by 9.28 billion leva in a month, according to the report.</p>
<p>Yagodin said that interest rates of six per cent on deposits were not reasonable because at present there was no alternative to deposits.</p>
<p>He said that because of the crisis, investments in shares, mutual funds and property had come to a standstill.</p>
<p>Meanwhile, BNB data showed that the cost of consumer loans for new clients had gone down in February.</p>

			<content:encoded><![CDATA[<p>The winter that held Bulgaria in a prolonged icy and snowy grip may briefly clutch the country in a parting grip towards the end of March, but after that the weather for the rest of spring seems promising.</p>
<p>Valeri Spiridonov, deputy director of the National Institute of Meteorology at the Bulgarian Academy of Sciences, said that arguably for the past 60 years, there had not been a winter like the one past, with heavy snowfalls and prolonged periods of sub-zero temperatures.</p>
<p>It was not a question of record-low temperatures having been set but the fact that the country had gone for so long periods in winter without cycles of warming and cooling, he said.</p>
<p>He said that in recent years, the rate of extreme weather events had been increasing, such as very high temperatures in summer, and the current unusually warm weather for this time of March.</p>
<p>In most parts of Bulgaria, recent days have seen maximum temperatures of about 20 degrees Celsius and in some places, record-high temperatures for the time of year have been set.</p>
<p>The weather forecast for most parts of the country for March 24 is for maximum highs of about 20 degrees, including in Sofia. But the following two days are expected to bring a dropping of temperatures accompanied by rain.</p>
<p>Spiridov said that March was expected to end with a slight reduction in temperatures, but the rest of spring would be stable and pleasant weather.</p>
<p>At the end of March, minimum temperatures would fall to about zero, and there could even be light snow in some parts of the country, but this would winter’s &#8220;last gasp,&#8221; Spiridov said.</p>
<p>He said that currently, the warmer temperatures should not be interpreted to mean that summer had begun.</p>

			<content:encoded><![CDATA[<p>Qatar is interested in investing in the tourism, services, infrastructure and agricultural sectors in Bulgaria, it emerged at a joint news conference by visiting Bulgarian Prime Minister Boiko Borissov and his host, Qatar’s prime minister and foreign minister Hamad bin Jassem bin Jabor Al Thani.</p>
<p>&#8220;We plan to start investments as early as this year,&#8221; Qatar’s prime minister said.</p>
<p>Officials from the two countries would meet on March 13 2012 to follow up discussions on these investments, the news conference was told.</p>
<p>Borissov said that he appreciated the great interest of the Qatari government in investing in infrastructure projects such as airports, highways and services, especially given that this interest was expressed against the background of the global financial and economic crisis.</p>
<p>A Bulgarian Government statement after the meeting said that opportunities for Qatari investments in areas such as agriculture, tourism, spa and mineral springs had been outlined.</p>
<p>Borissov said that Hamad bin Jassem bin Jabor Al Thani would visit Bulgaria in three to four months’ time for follow-up discussions on a number of projects, which include linking Bulgaria and Turkey in the field of energy and a liquefied natural gas project. Borissov said that there must be economic feasibility for such projects.</p>
<p>Borissov said that the Bulgarian side had proposed Qatari investment in a number of infrastructure projects such as renovation of Balchik airport and through a public – private partnership involving Qatar companies in building the Black Sea motorway between Bourgas and Varna.<br />
